Dear Mr. Irving:
Your June 7,1979 letter to Dr. Hendrie, regarding Waterford Steam Electric Station Unit 3, has been referred to me fer response.
Those aspects of your letter concerning your Freedom of Information Act request will be responded to separately.
Your letter implies that the Nuclear Regulatory Comission (NRC) notified Louisiana Power and L'ight Company (LP&L), without notifying the other partici-pants in the Waterford proceeding, that licensing of Waterford Unit 3 would be delayed for six months. The basis of your implication is a telegram sent on May 25, 1979 to Dr. Hendrie from Mr. J. M. Wyatt, President of LP&L.
It is my understanding that Mr. Wyatt's telegram was based on an "INF0 WIRE" sent by the Atomic Industrial Forum on May 22, 1979 to its subscribers.
The "INF0 WIRE" refers to a May 21 NRC public meeting in which the fiRC staff presented to the Comissioners a discussion of the impact of the recent accident at Three Mile Island Unit 2 on the workload of the NRC staff.
That discussion identified a need to realign fiRC resources and priorities to deal with the impacts of the accident. As a result of this realignment, it was stated that there might be a delay in completing the licensing process for a number of proposed nuclear power plants, including Waterford 3.
The May 21 meeting was open to the public.
We seemise, therefore, that the Atomic Industrial Forum based the information in its "IflF0 WIRE" on the discussion at that meeting.
Prior to that meeting there had been no advice given by the fiRC to LP&L of the delay to which Mr. Wyatt's telegram refers.
On June 13, 1979, I addressed represent.tives of utilities whose license applica-tions might be delayed, to explain to them why such delays are to be expected.
All parties in these proceedings were notified of this meeting. For your informa-tion, a summary of that meeting is enclosed.

MP. Steven M. Irving The NRC staff is reillocating its existing resources in an attenpt to continue the licensing review of all proposed plants to the greatest extent possible.
There is also the possibility that NRC will receive authorization to increase the size of its staff. Such additional manpower resources, if authorized, would be used primarily to continue our licensing review of plants such as Waterford 3.
Therefore, the extent of the delay, if any, on the licensing of Waterford 3 is not known with certainty at this time.
Although you have not yet been granted intervenor status in the Waterford pro-ceeding, we have, as a courtesy, included you on the service list to receive a copy of all public correspondence in this proceeding.
