REGULATORY GUIDE 1.123 /PPLICABILITY TO ASI:E CODE Our letter of Fay 2,1979 requested Bechtel's acceptance of the ilRC position on the subject or sale alternative for our evaluation. The Cechtel letter of June 5, 1979 provided neitner, but again expressed (with a qualifier) the statement given in Revision 2A of SQ-TOP-1 that "For those parts or items covered by the Code, only the quality assurance requirements of the CcJe uill apply." The qualifier, which limits this to cases when " Code program requirements for quality-related activities are considered equivalent to the A;4SI Standards," only clouds the issue because Code program requirements for procurement control are not equivalent to the guidance provided by Regulatory Guide 1.123 and its endorsed li:SI standard il4 5. 2.13.
Thus, we again request response within 30 days of receipt of this letter, indicating Bechtel's acceptance of the liRC position that Regulatory Guide 1.123 should be used to supplement the Code for Code procurements important to safety or proposing so.~e alternative for our evaluation. He emphasize that application of Code requirc ents alone is not an acceptable alternative.
