SUBJECT:
JULY 31, 1979 MEETING ON BAILLY NUCLEAR POWER PLANT CONSTRUCTION DEWATERING On July 31, recresentatives of the permitee (Northern Indiana Public Service Company - NIPSCO), the intervenor, the National Park Service and the staff met in my office to present and discuss information and plans relating to well point dewatering of the southern end of the excavation. A list of attendees is attached. Conclusions from a dewatering testing program were presented as bases for the design of the well point program. The continued adequacy of the monitoring and mitigation program was. discussed. The program, required by the construction permit, is to detect groundwater level changes at the property boundary attributable to dewatering, and to mitigate potential offsite effects. The permitee described the procedures used after two onsite test wells began pumping sand. The staff requested the permitee to discuss any plans for limiting the possibility of boil formation due to well point pumping system failure. NIPSCO representatives indicated they would file a report detailing their dewatering plans for NRC review in approximately 10 days.
