AUG 141979 MEMORANDUM FOR:

T. Ippolito, Chief, Operating Reactors Branch #3, D0R FRCM:

G. Lainas, Chief, Plant Systems Branch, DOR

SUBJECT:

REQUEST FOR ADDITIONAL INFORMATION - CONTAINMENT PURGE SYSTEM - QUAD CITIES STATION, UNITS 1 AND 2 (TACS 10171 and 10203)

REFERENCES:

1.

Letter from C. Reed to T. Ippolito, D. Ziemann and A. Schwencer, " Containment Purging During Normal Plant Operation," dated January 2,1979.

2.

Letter to H. Denton from C. Reed, " Additional Response Concerning Containment Purging During Normal Plant Operation," dated July 2,1979.

Plant Name: Quad Cities Station, Units 1 and 2' Docket Nos.: 50-254/465 Project Manager:

R. Bevan Revhw Status: Awaiting Information With regard to the containment purge system and containment venting system at the Quad Cities Station Units 1 and 2, the licensee has attempted to justify unlimited purging.

The Plant Systems Branch, after having reviewed the applicable cortion of the FSAR and the documents (Reference 1 and 2) filed by the licenzee, has identified several areas where additional information is necess ary.

Specifically, the following areas were identified as significant review areas :

1.

The licensee has not addressed debris which would prevent valve closure; testing availability of the valves; and allowable leak rates of the valves.

2.

The licensee has not provided the amount of containment atmosphere released through the purge and vent isolaticn valves during the tirre required for them to close following a LOCA.

The design of the override / bypass circuits for the purge isolation valves is deficient and modifications are necessary.

Therefore, we have prepared the enclosed request for additional information for transmittal to the licensee.

ENCLOSURE 1 REQUEST FOR ADDITIONAL INFORMATION FOR CONTAINMENT PURGE SYSTEM AND CONTAINMENT VENTING SYSTEM FOR OVAD CITIES STATION, UNITS 1 AND 2 DOCKET N05. 50-254/265 1.

With regard to the containment purge and venting system, provide the following information:

a.

Discuss the provisions made to ensure that isolation valve closure will not be prevented by debris which could potentially become entrained in the escaping air and steam.

b.

Discuss the provisions made for testing the availability of the isolation function and the leakage rate of the isolation valves, individually, during reactor operation.

c.

Provide an analysis to demonstrate the acceptability of the provisions made to protect structures and safety-related equipment, e.g., fans, filters and ductwork, located beyond the purge system isolation valves against loss of function from the environment created by the escaping air and steam.

d.

Specify the allowable leak rates of the~ purge and vent isolation valves for the spectrum of design basis pressures and ficws against which the valves must close.

e.

Specify the amount of containment atmosphere released through the purge and vent isolation valves during the time required for them to close following a LOCA.

2.

During our review of the electrical bypass / override features for the purge isolation valves, circuit design deficiencies have been identified (and made known to you).

Please describe (including appropriate electrical diagrams) the design changes you propose.

Discuss these changes with regard to the electrical criteria stated in our November 23, 1978 letter.
