The staff is directed to prepare an Environmental Assessment regarding Proposals to decontaminate and dispose ci radioactively contaminated waste water frer the Three Mile Island facility.

The Assessrent will be civided into several portions.

The first portion of the Assess: cent will deal with the proposed decontamination of insertnediate-level waste water using the EPICOR-II systec at TMI.

The Assessment should include discussiom of potential t-isks to the public health and safety, including occu:ational ex;=csures and the risk of ac:idental releases, and a discussion of alternatives ts ne EPICOR-II system.

Pending c mpletion of this portion of the Assessment ard opportunity for puoli: co =ent, the staff should direct the licensee not to operate the E?!COR-II sys em.

Testing of the E?ICOR-II system with==t using contaminated waste ray pro':eed.

Except for discharge of waste water decontarinated by the existing EDICOR-I de cntamination syste.E and discharce of industrial waste watert'/ as consistent with the facility operating licenses, no discharge of waste water shall be perritted until com:letion cf a sec:cnd portion of the

to the Cornission and the Comission may then permit use of the system.
