DISCUSSION OF SKAGIT PSAR AMENDMENT RESPONDING TO LESSONS LEARNED FROM TMI AUGUST 3, 1979

Background:

Puget Sound Power and Light Company requested a meeting with the staff for the purpose of communicating its intent to respond to the lessons learned from the TMI-2 incident and to seek any guidance that the staff may have to offer in this regard.

The meeting was held on August 3,1979 between D. B. Vassallo, DPM, and W. Ferguson, PSPL, and a few members of their respective staff's.

Summary:

Puget stated that it was planning to respond to the TMI-2 lessons learned in a couple of months. The staff briefed Puget on what other applicants have been doing in this regard and suggested that Puget hold off on its response until the staff had reacted to the Black Fox submittal.

Because of the timing, Puget should be able to make a more complete and adequate response following this approach.

Puget was advised that the TMI-2 Task Force report is only the task force's recomendations and have not been fomally acupted.

Puget was also advised to respond to Bulletins and Orders, and Emergency Preparedness and operator training at the same time.
