We have completed our review of the revised Chapter Five (Security Organization) to your Physical Protection Plan, which was transmitted to us by your letter of July 18, 1979. This revision was submitted in compliance with the requirements of Appendix B to 10 CFR Part 73, General Criteria for Security Personnel. As a result of that review, we have determined that the revision is basically acceptable. How-ever, as discussed in telephone conversations between your Mr. Gonzalez and our Mr. Ennis, Appendix B to 10 CFR Part 73 stipulates that physical and weapons requalification be accomplished at least every 12 months rather than annually plus or minus 6 weeks as committed to by Sections 5.3.1.2, 5.3.3 and 5.3.3.3 of your plan.

We are therefore revising License Condition 9.1 to incorporate this revision to your Physical Protection Plan and adding Condition 9.3.44 requiring physical and weapons requalification at least every 12 months for guards and armed response personnel as agreed to in the above-referenced telephone convers ations. Accordingly, we are hereby amending Section 9.0 of Materials and Plant Protection Amendment MPP-1 to your License No. SNM-23 by revising License Condition 9.1 and adding License Condition 9.3.44 as set forth in the enclosure to this letter, effective 60 days after receipt.

We have determined that the enclosure to your letter of July 18, 1979 contains information of a type specified in 10 CFR 2.790(d). Accordingly, it is deemed commercial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12.

dated February 25, 1974, as revised April 1,1974; February 3, 1975; March 11,1975; April 4,1975; May 7,1975; June 3,1975; August 15, 1975; November 20, 1975; February 25,1976; June 2, 1976; September 7,1976; November 15,1976 ;. January 7,1977; January 21,1977; Februa ry 10,1977; July '18,1979, and as amended pursuant to the provisions of 10 CFR 70.32(e).

9.3.44 Notwithstanding any statement in the licensee's plan to the contrary, medical requalification and weapons requalification for guards and armed response personnel shall be accomplished at least every 12 months.

Requalification within the same calendar month as the previous year meets this criterion.
