Dear Ms. Evans:

Your letter and mailgram, dated July 2,1979, to Mr. Harold Denton, concerning the concrete in the base mat at the Wolf Creek facility, have been referred to me for a reply.

In your letter and mailgram, you state that the matter of the quality of the concrete in the base mat has been under investigation by the tRC and that you expect a full public disclosure concerning the resolution of this matter.

Our evaluation of the concrete in the Wolf Creek base mat has been completed and a full public disclosure of our evaluation was made on July 12, 1979. A copy of this docunent is attached for your information. The doculient provides a discussion of the facts surrounding this matter, the investigations and analyses performed by the utility, the ?RC and our consultants, and the conclusions of cur evaluation of the matter.

As stated in the doctrent, w conclude that the base mat concrete strength has not retrogressed, that the strength of the base mat meets the original design criteria in the Wolf Creek PSAR, and that the mat will withstand the specified design loads and loading combinations without impairment of its structural integrity or its safety function.
