Dear Chairman Brooks:

On January 12, 1976. the Comptroller General of the United States issued a report to Congress entitled, " Improvements Needed in the Land Disposal of Radioactive Wastes-A Prob'lem

.of Centuries".

The report addressed several recommendations to the Administrator, Energy Research and Development Admin-istration (ERDA), and Chairman, Nuclear Regulatory Commission (NRC).

( I am pleased to provide you with the enclosed statement of the actions NRC has taken or plans to take to implement the report's recommendations.

As the scope and detailed require-ments of the NRC actions are established by NRC staff and if it becomes ap prent that additional resources are necessz.ry, we will subsequently request them.

A principal GAO recommendation relates to conducting a comprehensive study of existing commercial and ERDA disposal sites to better evaluate their ability to retain radioactive waste.

It may be of interest in this regard that the common-wealth of Kentucky, an Agreement State, raccably established a committee of federal, state, industry and university personnel to design such a comprehensive study for the Maxey

Flats, Kentucky site.

The Committee recommended a detailed program which included a deep geology study, a weather zone study and an environmental-biological exposure pathway study.

In this case the Committee estimated that the cost for the complete program for this one site would exceed one million dollars.
