BEFOPE THE UNITED STATES NUCLEAR REGULATORY COMMISSION In the Matter of Docket Nos. 50-277 PHILADELPHIA ELECTRIC COMPANY 50-278 APPLICATION FOR AMENDMENT OF FACILITY OPERATING LICENSES DPR-44 6 DPR-56 Philadelphia Electric Company, Licensee under Facility Operating Licenses DPR-44 and DPR-56 for Peach Bottom Atomic Power Station Unit Nos. 2 and 3 respectively, hereby requests that the Technical Specifications incorporated in Appendix A of the Operating Licenses be amended as is indicated by the changes described below.

Change I - Engineering - Health Physics Qualifications In response to a request from the Nuclear Pegulatory Commission, Philadelphia Electric Company, in May of 1979,_

committed to meeting the requirements of Regulatory Guide 1.8, September, 1975 regarding the qualification of the Engineer -

Acalth Physics.

It was agreed that a license amendment request, incorporating these requirements ir.to the Technical Specification, would be submitted.

Therefore, Philadelphia Electric Company hereby requests that the Technical Specifications incorporated in Appendix A to the Facility Operating Licenses be amended by revising section 6.3.1 as indicated by a vertical bar in the margin of attached page 246.

The proposed revision is consistent with section 6. 3.1, page 6-5 of the Standard Technical Specifications for General Electric Boiling Water Reactors.

Chance II - Administrative and Typographical changes Philadelphia Electric Company requests a correction of a typographical error as indicated by a vertical bar in the margin of page 180 in Table 3.7.1 of Appendix A as follows: change the identified isolation group for the Oxygen Analyzer System from 2D to 3.

These valves are actuated by group 3 isolation signals as described in section 7. 3 of the Final Safety Analysis Report.

The valves in group 2D are isolated by high drywell pressure and reactor low water level conditions.

Group 3 valves are isolated by reactor building ventilation exhaust high radiation, and refuel floor ventilation exhaust high radiation in addition to the above conditions. q -- n i

Additionally, Philadelphia Electric Company requests a revision to section 6.5.1.2, composition of the Plant Operation Feview Committee, to reflect changes in the plant organization as indicated by a vertical bar in the margin of attached page 246.

Since these amendment requests are administrative in nature, pursuant to 10 CFR 170.22, " Schedule of Fees for Facility License Ame ndme nt", Philadelphia Electric Company proposes that this Application for Amendment be considered a Class II amendment for Unit 2 and a Class I amendment for Unit 3.

The Plant Operation Review Committee and the Operation and Safety Review Committee have reviewed the proposed changes to the Technical Specifications and have concluded that they do not involve an unreviewed safety question or a significant hazard consideration, and will not endanger the health and safety of the public.

PBAPS 6.3 Facility Staff Oualifications 6.3.1 Each member of the facility staff shall meet or exceed the minimum qualificationu of ANSI N18.1-1971 for comparable positions, except for the Engineer-liealth Physics who shall meet or exceed the qualifications of Regulatory Guide 1.8, September 1975.

6.4 Training 6.4.1 A retraining and replacement trainlag program for tne f acility staf f shall be maintained under the direction of th. Station Superintendent and shall meet the requirements of. Section 5.5 of ANSI N18.1-1971 and 10 CFR 55, Appendix A.

6.4.2 A training program for the Fire Brigade shall be conouctec such that Fire Brigade members complete an Instruction program within a two year period.

Regularly planned meetings will be held every 3 months.

6. 5 Review and Audit 6.5.1 Plant operation Review Committee (PORC)

Function 6.5.1.1 The Plant Operation Review Committee shall f unction to advise the Station Superintendent on all matters related to nuclear safety.
