SUBJECT:

MAINTENANCE OF RECORDS AT BROWNS FERRY - DOCKET NOS. 50-259, 50-260 AND 50-296 Enclosed for your information is recent enforcement correspondence relating to a records storage problem at tne subject facilities.

As described in the enclosure, the licensee retains permanent and nonpermanent records in temporary storage outside the records storage facility for periods whicfivary from several months to five years.

We note that ANSI N45.2.9 is silent re13Erding temporary storage of records.

It is recognized that a finite period of temporary storage is necessary to allow the licensee to prepare required reports for internal management and various locai, state and national governmental organizations and to accumulate sufficient records for transfer to the permanent storage facility. However, five years appears to be an excessive amount of time.

As described in the enclosed enforcement correspondence, the subject licensee plans to comunicate with NRR in the near future regarding minimum fire rating capability of the records storage facility.

Based on our experience at Browns Ferry and because variations of this problem exist at other facilities, we recommend that an NRC position be developed which addresses realistic regulatory requirements relating to the maximum time that records can be in a temporary storage classification plus any fire protection require-ments deemed necessary for the tt,>orary storage facility, i.

e.,

E-hour rated file cabinet etc. The NRC position document can be used for resolution of the generic aspects of this problem at specific facilities on a case-by-case bases and serve as background information for a revision to R.G.1.88 which endorses ANSI N45.2.9.

We recommend that a meeting between SD, NRR and IE representatives be scheduled to develop the proposed NRC position described above.

Based on outstanding enforcement considcrations with the licensee the proposed meeting should be held prior to July 31, 1978.

Details relating to this matter were discussed with R. Clark, ORB-3, J. Gilray, NRR-QAB, and W. Campbell, SD, by F. Nolan of my staff.
