'he Plant Systems Branch should review the purge isolation matter for L ACBWR.
The basis for your request has been superceded. As the result of a recent meeting, the A/D for SEP now has the review responsibility for the purge isolacion matter for all SEP plants and TMI-1. This change of assignment was announced by a July 19, 1979 memo from the Lead Engineer for generic task B-24, copy enclosed.
Therefore, rather than PSB, SEP should be requested to review the purge matter for. LACBWR.
Incidently, I believe that the generic activity has yielded technical criteria that cotild facilitate the SEP review of LACBWR.
I suggest you contact the generic lead engineer, E. Reeves, regarding criteria.

SUBJECT:
STATUS CF SEP TOPIC VI-4, "CCNTAINMENT ISCLATIJN SYSTEM" SEP Topic VI-4 includer, as part of the topic a DOR generic issue regarding the ability of containment purging valves to shut under accident conditions. This generic issue was concerned with circuitry problems (see the attached November 29, 1978 letter to a licensee) highlichted by several operating events.
This matter has been designated Generic Technical Activity B-24.
E. A. Reeves of ORB-1 has been assigned as Lead Engineer, with input from PSB, EEB, and EB.
I Since this generic subject is being completed as part of ongoing licensing reviews, we are excluding it frem our review of Topic VI-4 Therefore the PMs should be responsible for assuring completion of these reviews on a schedule centensurate with the safety importance.
Consideratien should be given to integrating any backfit into the SEP.

REVIEW RESPONSIBILITY FOR SEP PLANTS AND TMI-l FOR TASK B-24 By memorandum from R. Snaider to D. Ziemann dated March 18, 1979, (copy attached) SEP advised that SEP Topic V1-4 " Containment Isolation System" was to be completed as part of the ongoing generic review.
During a meeting Seld in D. Eisenhut's office on July 13,1979, the responsibility
.a. the Conta~inment Purging issue was reverted to SEP by agreement of P. Vollmer, Acting AD for SEP. This memorandum is written to clarify the change in review responsibility for Generic item B-24.
The SEP plants, plus TMI-1, will now bg.S.EP's r_ esp ~onsibili_ty_.
We have alreaay started a Brookhaven National Laboratory TBNL) review of the valve operability for several plants.
La Crosse is one plant that BNL is now reviewing. To avoid stopping the effort now you may wish to contact EB (J. Zudans) and to continue the BNL review effort.
In closing, since we need certain continuity of the DOR efforts relating to Containment Purging, please include E. Reeves (mail stop 316) on all correspondence for this issue. Also, E. Reeves' file on all incoming licensee responses is available for use by the SEP reviewers or Project Managers if needed.
