O Attached is Maine Yankee Atom.c Power Co:pany's Security Force Training and Qualification Plan wri: ten in accordance with 10CFR73, Appendix B and submitted pursuant f o 10CFR73.55 (b)(4).

The training and qualification program described in the plan shall commence no later than 60 days after NRC approval of the plan or March 5, 1980 (500 days after Appendix B became effective) which-ever is later.

The implementation schedule for qualification of security force personnel is:

United States Nuclear Regulatory Commission August 17, 1979 Attention: Office of Nuclear Reactor Regulation Page Two At T2 Complete provisions of Section 1.4.1.6 for the security force Following NRC approval, the plan will be incorporated into the Security Plan as Section 1.4 by means of a Security Plan revision pursuant to 10CFR50.54 (p) not requiring prior NRC review and approval.

The enclosed information is considered proprietary and shall be withheld from public disclosure pursuant to 10CFR Part 2.790.

As required by 10 CFR 170, we have enclosed a fee in the amount of

$4,000.00 to cover the costs associated with the licensing review and approvtl of this plan.

Maine Yankee Atomic Power Company believes that the NRC revised fee schedule is illegal. We are aware that this f ee schedule is being contested before the U. S. Court of Appeals for the Fifth Circuit and therefore submit the enclosed fee under protest without waiving our right to contest the validity of this fee or the entire NRC fee schedule, and without waiving any right to recover, in whole or in part, all fees paid or to be paid under the invalid fee schedule.

We trust this submittal is acceptable, however should you have any questions, please contact us.
