U Page 2 of 7 BACKCROUND The Nuclear Regulatory Commission (NRC) shall implement a Professional Secretary Development Program for one (1) year on a pilot basis.

The principle objectives of the program are:

To assist secretarial personnel in becoming better informed of the areas of kncwledce associated with the work of a professional secretary.

Requirements established by tha Institute for Certifying Secretaries (ICS), a Departmer.t of The National Secretaries Association (NSA) [ International] shall be

used as the primary basis for the knowledge requirements of the P rog ram.

To assist secretarial personnel in clearly identifying areas of knowledge where their current level of understanding is high, knowledge reas where review appears to be indicated, and knowledge areas where formal or extended preparation my be required.

To assist secretarial personnel in developing and implementing N 'vidual Career Development Plans which shall meet their development needs in planned, systematic and time / cost efficient manner.

ARTICLE I - STATEMENT OF WORX Strayer Co'lege shall conduct orientation programs for NRC's secretarial personnel who have expressed an interest in participating in the Program.

Two (2) orientation programs (morning and afternoon) shall be conducted on one (1) day, and in the morning or afternoon of a subsequent day.

Strayer College shall be responsible for providing all materials and services associated with the Crientation Program and for providing a Certified Professional Secretary l (CPS) to conduct or participate in all orientation crograms.

The Orientation Program shall include, but not limited to, the following:

An explanation of the certification program conducted by the Institute of Certifying Secretaries, NSA.

Strayer College to assist personnel in meeting the objective of the Progran.

Page 3 of 7 TASK II - Interviewing, Counseling and Individual Career Development Plans Within two (2) weeks after the orientation, Strayer College shall schedule individual interviews with each employee who has applied for participation in the NRC Professional Secretary Development Program.

Individual inter-views shall include, but not limited to:

(1) reviewing the participant's educational background and work experience; (2) reviewing the participant's career goals and progress to date; (3) identifying those knowledge areas where the participant possesses a high level of understanding ard currency, knowledge areas where review appears desirable and knowledge areas where formal or extended preparation is indicated.

In eccomplishing the above.

Strayer College shall administer diagnostic tests based upon the level and areas of knowledge established by the Institute for Certifyir.g Secre-taries, NSA.

DIAGNOSTIC TESTING The diagnostic test will cover the fcilowing academic areas:

1.

Economics 2.

Accounting 3.

Business Law 4.

Data Processing / Word Processing 5.

Office Management 6.

Personnel Management 7.

Psychology Strayer Col.ege shall analyze the results of the indivic;al interviews and shall prepare for each participant a proposed Individual Career Development Plan.

The Individual Career Development Plan shall include, but not limited to:

Areas of knowledge where review appears desirable-- Strayer a.

College shall propose accivities which the employee ran complete independently.

Recommendation to the maximum extent possible should focus on such activities as specific readings, films, cassette tapes, articles, etc. Wherever practicable, the NRC snall obtain or provide self-development materials recommended by Strayer College, b.

For areas of knowledge where formal or extended preparation is indicated--Strayer College shall recommend specific courses, which are available locally either through government or non-government sources, which shall enable the participant to acquire the needed proficiency and understanding.

To the maximum extent possible, carticipation in non-government training programs shall be scheduled during off-duty hours.

Strayer College shall review the proposed Individual Career c.

Development Plan witn each participant and snall provide the Oirector, Management Development and Training Staff with (!)

an overall analysis of the participant's training needs, and (2) specific recommendations for materials, in-house programs,

Q Page 4 of 7 seminars, lectures, etc. which would meet the participant's needs and which would be time / cost effective for the agency if they were conducted for or by the NRC.

TASK III - Review Seminars All CDS examinations and CPS Prep Tests are administered by the Institute for Certi'ying Secretaries, NSA.

The resW t 7f those tests are discussed confi-dentially with each participant.

Therefore, Strayer College agrees to assume the resconsibility of coordinating all testing with ICS, NSA by providing the facilities for testing purposes, and developing review seminars based on infor-mation provided by the participants and/or ICS, NSA.

Strayer College shall conduct a review seminar, utilizing workshops, for secretarial personnel planning to take the Certified Professional Secretary Examination.

TASK IV - Continuing Act4 /ities New participants shall be allowed to enroll in the Program every eight (8) weeks, and Strayer College shall provide the new participants with those services described in TASK II above.

Strayer College shall provide a written recort to the Director, Management Develooment and Training Staff, detailing Strayer College's activities for a twelve (12) month ceriod, highlighting aspects o f the Program which have been particularly effective as well as the results of modifications which were implemented during the year.

ARTICLE II - PERIOD OF PERFORMANCE The period of perfarnance under this contract shall commence of the effective date of 'his contract, anc all effort including the submission of the final report snall be completed one (1) year after effective date.
