JUN 151979 MEMORANDUM FOR:

N. Moseley, Director, Division of Reactor Operations Inspection FROM:

B. Grimes, Assistant Director for Engineering and Projects, Division of Operating Reactors

SUBJECT:

INSTALLATION OF TARGET ROCK SAFETY RELIEF VALVES As a result of our monitoring operating experiences of Target Rock Relief Valves, it has become apparent that if excessive or insufficient insulation has been piaced around the valve body or the two-stage air operator is improperly aligned, the valve performance would be affected. We believe that the enclosed draft I&E Circular should be issued to alert the utilities of this situation and assist them in averting these difficulties by verifying that the valve has been p o-perly installed.
