I Daar Mr. Denton, I am writing you this urgent appeal to give the Go Ahead for the Sacramento Municipal Utility Dis trict to put the local dancho Seco Nuclear Pcwer Flant back into operation at the earliest possible nomints

[

The Reason Marthern California is having the start of what the weather i

people say will be one of the _H6ttest Summers in many years here in the Ce tral Valley the temperatures have climbed to &ver 100 degrees and we nay n

have some going as high as 112 ddgrees and we are woefully short of pever.

j Under the leadership of Board President William R. Baird,

~

a hard nosed, no agRaense business man who has lived in Sacramento for many years and heads up one of its biggest lumber companies; William Walbridge, the General Manager of the District; and John Mattimoe, a very capable elec-trica engineer, Sacramento Municipal Utility District has made all the re-quired cbsages and sobe not required to make this plant as safe as those on eur nuclear powered submarines, cruisers and air craf t carriers, and insti-tuted an employee training progra:a that will guard against human error in the operation of t'he plant.

You also have a nuclear engineer on the site and with time running out on power sources, Rancho Seco is needed like never before. All over Californin and particularly here in the Capital City of Calif ornia we have had thousan'ds of n'ew honnes, offica buildings, stores and many other types 0

of commercial buildings constructed in the past three years (hhndreds are be-ing completed now) and all use electric power for lighting, air conditioning, machines needed in the various businesses and,to power furnances or heat pump 6 j

in the appropriate seasons.

790 ossi ing Contractor here I worked A

Before becoming a Genera more than 24 years for Pacific Gas & Elec. Company in the Sacramento Division

~

of that company.

Early in the 1930's we switched from oil to natural gas for firing the furnaces in the plants that provided back-up power to the big hydre-power plants of the PG&f.

Then came the natural gas shortage and bach to

~

oil again.

Now oil is hard to come by and every barrel not used for making elee tricity can be used to make diesel and gasoline - vo much in short supply here and brinciph on a condition that may lead to hard to control depression that if is comes we hope will not be as dis rous as the one that be-one gan in October of 1929 and lasted almost to the ou break of World War II.

=,

I talked to G ove r no r Jerry llrown's I'nergy Secretary this

' ~Q morning and told him that Areo let General Corporation, Sacramento Plant, (the makers of some of the rocket parts that have gone to the mpon) has tuo chemists, Eugene Vandor Gull in charge, who have taken samples of the c

liquid waste from nuclear power plants (it is low yield until it is recyled)

J and reduded to a dry powder, not unlike your f avorite laundry detergent.

It le perfectly dry, won't absorb moisture, will not burn or explode, has almost g

no detectable rays and can be stored safely in steel containers, the stuff not eating into the metal.

He said he would relay this to Brown, who has

+-

been making a big thing of this kind of waste (liquid waste) caterial.

i Perhap s your "in residence" nuclear engineer at Rancho Seco could take some of the wasto of the plant and sec! it to Vander Wall at Aaro-Jet and see the process for himself.

Vander Wall said he was sure that the company would make the test without charge because.t wants to market.ithe process to as many Nuclear power plants as roscible.

I was with PGkE in 1947 when we sold the Sacramento utility District the lines and euipment in the area it has served ever since for about Eleven Million Dollars.

Slit.'D was to buy most of its power from the Central Valleys Project with PG&E providing a back-up.

Population zoomed in Calif ornia, especially here, and SMUD huild,a couple of hydro plants which

{

bave done very well.

This still wasn't enough and at the urging of the U.S.

Government, the State Govern:m nt of Ca.lifornia, local political entities and the local newspapers, the Distric.t. wqs pushed into building the " Thing That Was The Iteal liccoy"--an atomic power plant.

Now it o.res about a billion g

dollars not a big abount to the Foderal People but a hell of a lot to those who must furnish the revenue for the power. hey use to pay off this huge debt It can be done easily if the power plant cuns---and it did run very well f o:

a number of months all in nice black figures on the ledgers-until it was 2.

jerked out of production following the Three liile Island fiasco, s.

The Ne(Media has hagQay day ever since here in Sacramento and/m,any, enployees at tancho Seco/zzy There is a "stohlie" planted there who g

leaks every detail of the most minor things and apparently doe-s so to embaras5 the plant===like so me minor leakage "100 tings the amount allowa ble" caused a

by somebody washing working coveralls / Mal 8al.'heen mildly exposed to radia-tion,outside the designated areas for such cleaning.

It Those who have had contact with you say you are a knowledgeable 6

man in the nuclear field and a fair man.

I hope you will act to start up the now ready to go plant at once and save this area and all of Northern Cal-ifornia from economic disaster. Those in charge will see to it here that 2

wa don't suffer from the other kind.

Patrick IIenry said that " Eternal Vigil-

{

ance is the Price o f 1.i b e rty" long ago and this is true of Nuclear Power g3 Plants.

That is the motto now of the gang at llancho Seco, Tn nks h'
