Dear Mr. Helfrich:
Enclosed please find an application from Transnuclear, Inc. for a license to export 100,000 kilograms of normal uranium to f1WK, West Germany for shipment to BllFL or Comurhex for conversion purposes. After cor"?rsion the material will be transferred to the U.S. for enrichnent and sacs, ant reexport to West Germany for use in the Unterweser reactor. Wr wili previde the name of the converter as soon as it is known.
Before taking action on this license applica+ ion, we would appreciate your views, in accordance with established procedJres and from the overall per-spective of the Executive Branch, as to whet 'er the issuance of the requested license would be inimical to the interests e < the United States, including the conmon defense and security, and whp%er ae proposed export meets the applicable criteria in the Atonic Energy Act as amended by the Nuclear flon-Proliferation Act of 1978.
