" SYNTHESIS OF PHYSICAL SECURITY AMD MATERIAL CONTROL AND ACCOUNTING ASSESSMENT RESULTS" ARTIN F I - STATEf!ENT OF WORK A.
Background
The current NRC process for evaluating the adequacy of a safeguard system consists of four different evaluation procedures:
(1)
Physical Security Assessments, (2) Material Control and Accounting Assessments, (3) External Assault Appraisals, and (4) Diversion Path The first two evaluation procedures measure safeguard capability Surveys.
These while the last two procedures measure Safeguard Vulnerabilities.
four evaluation procedures are carried out by different teams whose members have expertise in the various safeguard aspects of the facility.
A method has been developed to combine the judgments of the Physical Security Assessment (PSA) team members.
An additional method is required to combine the judgments of the Material Control and Accounting team.
B.
Primary Objective The primary objective of this procurement is to develop a method to synthesize the findings from the Material Control and Accounting Assessment team.
This method must also incorporate the findings of the PSA tean to obtain an overall rating of the capability of the safeguard system of'the facility.
C.
Work Required The contractor shall supply the necessary material, personnel and facilities to accomplish the following tasks:
Task 1.
Develop and document methods that NRC can use to establish measures of effectiveness from the findings of the Material Accounting Assessment team, the External Assault Appraisal team, and the Diversion Path Survey team.
Task 2.
Develop a technique that can synthesize the measures developed under Task I with the findings of the PSA team into a single defensible statement concerning the Safeguards adequacy of the facility.
D.
Recorting Recuirements 1.
Monthly Progress Report Each month, the contractor shall submit three copies of a brief letter report which summarizes:
(1) the work performed during 798 298

The reports shall be due by the 15th of each month with distribution as follows:

Final Report 23, 1980, Not later than April the contractor shall furnish to the Project Officer a draft copy of the final report that explains the methoualogy for deriving the measures of effectiveness and synthesizing them into the final statement of adequacy.
The report shall be in the.fonnat specificd in NRC Manual Appendix 3202 for " Formal Contractor Documents" and shall document the work accomplished under this contract including:
a method for combining observations of MC&A a.
Assessment Team Members; b.
a method for synthesizing the results of the Physical Security and MC&A assessments; synthesis techniques for the four types of c.
assessments; d.
the rationale for justification of the methodology developed.

Meetings There must be ulose liaison between contractor personnel and NRC staff. Therefore, the contractor shall attend a total of three (3) meetings of two - five days' duration in Washington, DC with NRC staff and be expected to host a total of three (3) one day meetings with NRC staff at the contractor's facility.

NRC Furnished Material

The Project Officer will provide the following to the contractor within ten (10) working days of the contract award:
1.
Comprehension Evaluation Plan 2.
Handbook for PSA and MC&A assessment teams 3.
Reports of work already accomplished to combine PSA team results 4.
Team members response to handbook questions If the above material, suitable for its intended use, is not so delivered to the contractor, the Cont'rocting Officer shall, upon timely written request made by the contractor, and if the facts warrant such action, equitably adjust any affected provision of the contract pursuant to the procedures of the " Changes" clause of the contract.
G.
Contractor's Proposal The effort specified above in paragraphs A through-E shall be performed in accordance with the Contractor's Technical Prcposal Number 1-015-71-790-19 dated 1/5/79, as amended 'by the Technical Addenda dated 5/4/79. and 5/8/79, which by this reference are incorporated into and made a part of this cortract as though fully set forth herein.
In the event of any conflicts or inconsistencies, the Statement of Work set forth herein shall take precedence over the Contractor's Technical Proposal.

The contractor shall be paid a total fixed price of $71,950.00 for all services performed hereunder and for all deliverable reports in accordance with Clause No. 3, " Payments" of the General Provisions, attached hereto.
The contractor may submit an invoice for payment of the above amount B.

Payments by the Commission will be made as is reasonably practical after submission of invoices, vouchers, or other supporting documents or evidence which the Contracting Officer may require.

Classification In performance of the work under this contract, the Contractor shall assign interim classification levels to all documents, material, and equipment originated or generated by the Contractor in accordance with classification guidance furnished to the Contr3: tor by the NRC Project Officer.
Each subcontract and purchase order issued hereunder involving the generation of classified documents, material, or equipment, shall include a provision to the effect that in the performance of such subcontract or purchase order the subcontractor or supplier shall assign interim classification levels to all such documents, material and equipment in accordance with classification guidance furnished b" che Contractor.
The Contractor shall in turn submit all documents, material and equipment generated under the Contract to the Office of Nuclear Material Safety and Safeguards for final classification determination.
6.
Security Requirements Associated with Subcontracting Arrangements Prime Contractors who desire to have subcontractors perform work associated with cc..cracts that involve classified material must obtain prior written approval from the NRC Division of Contracts and Division of Security before allowing subcontractors to have assess to classified material.
Furthermore, the prime contractor shall be responsible for all facets of security administration during the life of the contract and shall be the only authorized conduit for this information.

Inspection of Services All services (which term throughout this clause includes services (a) performed, material furnished or utilized in the performance of services, and workmanship in the performance of services) shall be subject to inspection and test by the Government, to the extent practicable at all times and places during the term of the cohtract.
