Disc holder assembly and bottom part in pilot valve assembly of the ASCO solenoid Mcdel HT-8331A45 are made of Delrin plastic, stated by ASCO, to have 5
a maximum service rating of 4 x 10 Rad integrated radiation dosage and 200 F temperature.
(2) Burns and Roe Specification #2555-100 states I
maximum environmental condition of 2 x 10 Rad integrated dosage aad 286 F maximum service temperature.
The actuator is required to operate the Butterfly Valve after exposure to these conditions.
(3)
Exposure of the Delrin parts of the solenoids to specified maximum environtrental conditions may, according to ASCO, render the solenoid unoperable.
(a)
The pneumatic actuator system is designed to open the 36" Butterfly Valve' and hold it open when the ASCO solenoid is energized and to also vent air pressure from a pneumatic cylinder to allow a hetvy coil spring to close the 36" Butterf'y Valve and hold it closed when the ASCO solenoid is de-energized.
If the ASCO solenoid is energized and unoperable and the 36" Butterfly Valve is in the open position, 25 227

de-energizing the solenoid valve will not cause the 36" Butterfly Valve to clost:, and conversely; if the ASCO solenoid is de-energized and the 36" Butterfly Valve is in the closed position, energizing the solenoid will not cause the 36" Butterfly Valve to open.
Similar Equipment in Henry Pratt Company nas furnished Containment Purge /
Exhaust Isolation Butterfly Valves to other Nuclear Power Plants, and it is possible that some of those furnished and delivered prior to 1977 may have similar ASCO solenoid valves as an integral part of the actuator assembly.
Henry Pratt Company is searching its files to identify projects where such equipment may have been delivered and will, thereafter, report these to you -
offices.
Corrective Action:
Henry Pratt Company has notified the Bettis Corporation of the non-compliance and has asked Battis to determine how and when they can replace non-compliant parts.
