nica will giv. us a preciae reading t.n the co: and ca pai> ti t ty o r such a vehicle. It will also generato specifications for such a vehjcle. Our.mtimate la 350,000 thich 'se submitted as a budget i tem for IY 1981. That request was rejected during the course of ou r I'Y 1980 cudget review. We think that this item shoula ncw be submitted as a supplementa' for 1980. (I shculd point cuc that a vehicle line this coulu also servo an an B;RC on-site command center in the event of nuclear emergency.) 2. Iodine monitors. Cu rr en tl'. as we know from Three Mlle Island there are no ine:: pensive reliable airborne radicicdine monitoring devices available to I'eder al, State and local gc'cernments. 'R C 1, aid for the develcp-ment of such a device by the Brookhaven ::ational Laboratory. It is now patent pending. Thc Brookhaven model is being independently evaluated b;. the Idaho
- ational Engineering Laboratories.
The four prototype devices were used c::tensively by radiological monitoring teams at Three Mile Island. We e::pec t to have Idaho's conclusions shortly. If they are favorabic, ';e propose to manufacture abcut 1000 devices for Federal, State and local emergency teams. We requestedS200,000 for this purpose in our FY 19E'O budge t and this 'as curned down with the notation tnat it might be consicierad as "an add-cr." We think that the Commission s.culd approve this i tem for a supplemental. 3. There now c::ic ts a Radiological / Meteorological assess-ment s "2 stem <nown as ARAC (atmospheric release advisory capability) developed by Lawrence L hcrcore Laboratory. !RR and SP have supported con tinuing s tualc, of the system '/ith respect to use by liccnsees and State and local covernment. etc.). V;e think this i tem should n c'. ' o e considered as a logical candidate for a supplemen tal for FY 1930. 5. O f f si te emergency ins trumen ta tion gui cianc e for S tate and local governmen ts. For 1978, SP requested that Idaho Operations Of fice of COF submit a proposal for the developmen t o f emergency ins true.entation guri ance tor S ta tc and local government in assessing accicients involving nuclear facilities. Uncie r such a contract, ';c would receive guidance documents hich allcw S tate and local personnel to quickly assess the offsite effects of a large scale release from a nuclear facility. Such guidance currently does not exist. Oc March 22, 1979 Idaho submittod its 169 to us: the cost for FY 1980 would be $180,000, o f.shich 've already have set asido $45,000 in our FY 1980. I thi:. ; the Commission ^ should consider a supplemental requctt in the amount of $135,000 to enable this worl; to gc forward quic};1y. To sum up, I,2culd urge the inacdiate detail of 11 xrsons to SP until the end of the fiscal Year.
