TRANSCRIPTS CF COMMISSION MEETINGS CN THREE MILE ISLAND ACCIDENT This memorandum su=arizes how the remaining TMI-2 trans-cripts will be made available.
As of new this covers meetings held April 5, April 6, April 9, April 10 and April 13 The plan is as follows:

The Secret.ary's office now has the contracter's rough transcripts of all of the meetings except April 13 2.
The Secretary's office has people listening to the April 5 tapes, identifying voices, decipher-ing inaudibles, and expect s to have a typed transcript of the April 5 transcript available by c. o. b.
April 13 3
CGC will review the April 5 transcript today or Saturday (it deals with the generic S&W issue) to determine whether any material is legally privileged and as a policy natter should be considered for withholding.
CGC will use a high threshold for this and we expect that nothing will be recc= ended for withholding.

The Secretary's office will arrange for approxi-mately 120 copies of the April 5 transcript to be reproduced April 14.

5 A copy of the transcript will be sent by courier to Joe Fouchard and Frank Ingran over the weekend or first thing Monday morning.

Assuming no material has been recommended for with-holding which would require Cctmission review, the Office cf Congressional Affairs will be given some 50 copies for distribution beginning Monday, April 16.
OCA will send one person to cover the House side and one to the Senate side and should be finished distributing copies by 11:00 a.m.
The following congressmen will be given copies:
Messrs. Moffett, Hart, Ucell, Dingell, McClure, Bauman, Brown, Johnston, Schweiker, Hines, Walker, Ertel, Goodling, Cranston and Matsui.

Mr. Moffett's copy will be served first!
7 Five copies will be pleced in the Public Document Room at 11:00 a.m. Monday morning.

The Secretary's effice will be able to supply the PDR with additional ecpies shculd that be neces-
_m sary so people will not have to wait in line to ess=
read the transcript.
We expect that the PDR contractor will run off some 40 copies for sale at 8 cents a page.
9 The Secretary's office will also arrange for distribution within the Commission.
As to transcripts of meetings held April 6, 9, 10, and 13, the Secretary's office is reviewing these concurrently and expects to have them available by c.o.b. April 17 with the possible exception of the April 13 meetings.
OGC review should be ecmplete by c.o.b. April 18.
It is possible that some miner portions might call for Cc= mission review, and we would ask for a Ccmmission decision by noon April 19 at which time the distribution plan noted in "6" would go into effect.

It*is our understanding that Messrs. Cranston and' Matsui are only interested in transcripts of the generic E&W issue.
Since meetings after April 5 have not dealt with that issue, they would not "eceive copies of later transcripts.

Enclosed are unedited copies of transcripts of recent meetings of the Nuclear Regulatory Comission regarding the accident at Three Mile Island.
Certain oassages in these transcripts have been marked to indicate that the Ccmission has detennined they should be withheld from public release to protect the personal privacy of particular individuals discussed in the transcripts or pursuant to one of the other Sunshine Act exemptions.
