Your letter of July 19, 1973 stated that two incidents involving re -

fueling water storage systens had occurred and that these incidents resulted in the inadvertent overficw of the refueling water storage tanks into un-controlled water pathways. As a result of these occurrences, we were asked to "perforn a review of the refueling water storage tank systen design, and other liquid t -ks which centain radioactivity, that overflow to other than a controlled water e thway to the environs".

In addition, we were asked to perforn a procedural revieu to ensure that the procedures " provide for operator su veillance and proper action concerning the liquid storage tanks which centain radioactivity, particularly when fluid is being transferred into the tanks.

An engir.aering design evaluation was perferned on both T'fI Units 1 and 2.

This evaluation showed that the systen design for the Borated Water Storage Tanks, and other tanks which contain liquid radioactive naterial is such that no tanks overficw to other than a controlled water pathway to the envirens.

In addition to having a systen design which precludes an overflow to the environs, the 3 crated Water Storage Tanks are provided with two high liquid le"el sensors which annunciate in the respective control roens. The set points for these alarns will be established to allow sufficient tine for operator action to terminate flow into the tanks.

A procedural review was conducted by the ~"I Unit staff and we are convinced that the applicable procedures provide for adequate opera -

surveillance and proper actica concerning the filing and transfer at._dio-active liquids into storage tanks. These sane precautions will 'oe applied when the applicable operating procedures are prepared for !MI Unit 2.
