The NSS pressure te=perature limits are established on the basis of the closure.

head to head flange juncture, reactor vessel outlet nozzle and core. belt '. tne.

The closure head area controls low pressure te=perature relationships due to the -

stresses i= posed by bolt preloading, and the nozzle or belt line controls high pressure conditiona due to high pressure stresses and irradiation damage, respectively.

For preservice hydrostatic testing and the first few years of life the closure head and outlet nozzle control since there is no irradiation da= age.

The temperature require =ents for the preservice hydro (3125psO were established assuming a 1" flaw at both of the critical locations.

This smaller flaw is justified in light of the vessel being fabricated and inspected in accordance with Section III requirements and the lack of no significant fatigue cycling since the vessel has been non-destructively exa=ined.

For the initial inservice leak test, it is appropriate to continue to use the s= aller reference flaws, but a safety factor of 1.5 on pri=ary stresses is necessary to comply with 10CFR50 App. G.

This condition has been analyzed and the stress intensities calculated at 99.7 KSI / IN for the 2300 psi are K}e=.
