?R0 POSED PERMANEM"' SCLU* ION SMALL 3REAK LOCA CCNCERN (Applicaole to IMI-l anc MI-2)

The proposed permanen solution to S=all 3reak L2CA concerns for TM: Units 1 and 2 involves a =cdification to the High Pressure Injecticn (H?!) System.

With this modifica:1cn ins:alled, reliance en opera:or action to sitigate the effects of a S=all 3:eak LOCA will be decreased.

The modifications to :he E?I System centioned abcve will alicw an operator to perfors :he manual operati:ns outlined in our letters of April 27, 1973 (!MI-1) and May 5,1978 (TMI-2) remotely fr:s the control roca, with the exception of upening the =akeup pump discharge cross cennect valve. Plan: cperatian will cccur with this valve in the open position.

Consequently, this valve will already be open should the pos tul:ted accident occur.

As cu lined in the attached sketch, the proposed EPI System modifica:1ons will 211cw each EPI isola:icn valve to be connec:ed to both the red and green (Channel 1 anc 2) pcwer.

Each channel will centain redundant centactors between the b rea k.1 1 at the =otor control centar, and rne valve itself.

The cen: actors on Channe. I will be interlocked by a Kirk Key Interleck in the Centrol Recm, with the cer tactors en Channel 2.

Inis interlock will preclude closing the contac Ors on bc 5 channels at the same time, and will previde at least two /1 points of separation between the two channels at all ti=es.

Should the postulated S=all 3reak LCCA cccur, the operator will receive a safety injection alarm in the Centrol Recs within sizry (60) seconds of the break occurring. Our procedures will (if this preposal is appreved), require the operator to, upcn receipt of the alars, verify ficw through all f ai r (4) safety injection valves.

If the operator identifies "no f1:w" in any of :he injectica legs, he will proceed to manually transfer pcwer (using the Kirk Key Interlock) to the valve (s) wita "ac flew" indica:1cn. This will assure ficw thrcugh all four (4) injection legs, thus meeting the acceptance criteria to alleviate the postulated S=all 3reak LCCA.

As discussed in previcus sub=1::als, the postula:ed small break preoles will not occur unless the s=all break is accc=panied by a loss of of f-site power.

In ur situation, the opera:Or will perfors the above acticn regarfless of a 1 css of off-si:e pcwer, with no degradation of the abill:7 to sitiga:e the acciden:.

3y letter (J. Taylor :o S. 7arga) da:ed July 13,1973, 3abecck - ~411cox (35W) has subsi::ed additional ECCh Small 3:eak Analyses for 35W 177 Fuel Asse=bly Lowered Loop NSS (2772 Mw).

These analyses incorporated a s:ep input of wa:er to che Reac:or Cociant System at ten (10) rinutes and resul: in a ccuservative naximum peak cladding te=perature of 1092 ? for the worst case break.

Based :n this and other analyses which 3&~4 has perfor ed (assuming a step inpu: of wa:er

o the RCS in fif teen (13) =inutes ins:ead of :en (10) sinutes), :he maxi =u:

peak clad ta=peratures for the worst case break sice (utilicing :he 277 Mw analys is) is about 20C00? (still belcw the 220007 Criteria of 10 CFR 50.46).

Je therefore, conclude that a 5 ep input of wa:ar (ini:iatien of flow :hrough all f cur inj ec:ica legs) a: fif teen (12) minutes :s acceptably within :he require =ents of 10 C72 30.4o.
