Dear Mr. Mu'_ler:

The draft environmental impact statement for the "Three Mile Island Nr. clear Station Units 1 and 2 (Docket No. 50-289 and 50-320)" which accompanied your letter of June 23, 1972, has been rer.eived by the Department of Commerce for review and comment.

The Department of Commerce has reviewed the draft environ-mental statement and has the following comments to offer for your consideration.

From =eteorological data presented by the applicant in the Final Safety Analysis Report, we have computed an annual av-

-3 erage relative concentration value of 6 X 10-sec m at the site exlusion distance of 610 miles.

T less conservative than the value of 9 X 10 gis is somewhat

-3 found see m in the Atcmic Energy Commission's analysis on page V-22.

We are unable to assess the estimates of the consequences of postulated accidents which are listed in table 18.

We need to know, specifically, the meteorological assumptions used in the analysis, the resulting relative concentration values (see m-3), and the probability of occurrence of these values.

The applicant, in table 6.9-1 of the Environmental Report, has listed such concentration values as a function of time of re-lease and chance of occurrence.

For example. the applicant has estimated that at the site boundary a concentration value of 3 X 10-5 sec m has a fifty percent chance of occurrence for

-J Our estimace is 6 X 10-5 anasspedreleaseperiodof1 hour.

see m.

We are unable to make sue.becmparisons with the Atomic Energy Commission's analysis.
