's ADVIF.RY COMMITTEE ON REACTOR SAFEGUARDS REPOxTS TO AEC CN PROPCSED SECOND NUCLEAR PCWER PLANT ON THREE MILE ISLAND IN PENNSYLVANIA The Atomic Energy Co:nmission has received a report from its Advisory Committee on Reactor Safeguards concerning the second nuclear power plant proposed for the Three Mile Island Nuclear Station in Londonderry Township, Dauphin County, Penn-sylvania.

Unit 2 would be owned jointly by Metropolitan Edison Company and Jersey Central Power & Light Company.

The proposed Three Mile Island Nuclear Station Unit 2 will use a pressuri:cd water reactor and will have an initial capacity of about 810,000 net electrical kilowatts and an ulti-mate capacity of about 920,000 kilowatts.

The second unit would be adjacent to Metropolitan Edison's Unit 1 now under construction on Three Mile Island near the east shore of the Susquehanna River above York Haven Dam, about 10 miles south-east af Harrisburg.

As proposed, Metropolitan Edison will be responsible for the design, construction and operation of the plant.

Aid in the design and construction of the facility will be supplied by 2 urns & Roe Inc., Gilbert Associates Inc., Babcock & Wilcox Company Inc., and United Engineers and Constructors.

The nu-clear steam supply system will be supplied by Babcock & Wilcox.

A public hearing to consider the application will be con-ducted soon in the vicinity of the proposed power plant.

Dear Dr. Seaborg:

At its lilth meeting, July 10-12, 1969, the Advisory Commi"ae on Reactor Saf eguards reviewed the proposal of the Metropolitan Edist mpany and the Jersey Central Power and Light Company to construct Unit 2 at the Three Mile Island Nuclear Station. A Subcommittee also met to review this project on June 26, 1969. During its revicw, the Committee had the benefit of discus-sions with representatives and consultants of both applicants, the Babcock and Wilcox Company, Burns and Roc, Enc., General Public Utilities Corp.,

and the AEC Regulatory Staff. The committee also had available the dccu-ments listed below.

The plant will be located adjacent to Unit 1 on Three Mile Island near the cast shore cf the Susquehanna River, about 10 miles southeast of Harrisburg, Pennsylvania. The nuclear steam supply system, engineered safety features, reactor building, and aircraf t hardening protection are similar to those of Unit 1, noted in our January 17, 1968, and April 12, 1968, reports.

Unit 2 will be operated at a power level of 2452 FMt.

Review of Unit 2 has taken into account the similarities of the Three Mile Island units, new features, updating of the research and developent

programs, and further evaluations of the site.

The review also included matters previ-ously identified that warrant careful consideration for all large, water-cooled power reactors; the Committee believes that resolution of these matters should apply equally to this reactor.

The estimate of probable maximum flood discharge in the Susquehanna River at the site is being revised upwards by the U. S. Army Corps of Engineers and will be larger than had been con applicant has stated that both units would assure a safe, orderly shutdow DUPLICATE DOCUMENT man,um fleed.
