The licensee continues to have problems in implementing what appears
to be a relatively definitive quality
- urance program.
The work
in progress, as compared to the number
" persons assigned to the

quality aspects of the construction,apr :s to be adequate.
It is
extremely difficult to develop an objective evaluation of the lack

of implementation, although considerable inspection eff ort was ex-
pended in this area.
