TELEPHONt 215 - 929 0001 POJT OF FitE 80X 542 RE ADIN G. Pt Nf.SYLV ant A 19c03 August 21, 1975 GQL ILO7 Mr. J. P. O'Reilly, Director Of fice of Inspection and Enf orce=ent Region i United States Nuclear Regulatory Cc==ission 631 Park Avenue King of Prussia, Pennsylvania 19406
Dear Mr. O'Reilly:
Subject:
License No. CPPR-66 Inspecticn No. 75-08 Docket No. 50-320 This letter is in response to the subject inspection report resultin; fren dr. A. Varela's inspection on June 16-17, 25-26, 1975, and the findings thercef.
, Following is a listidg of the deviations and responses to these devictions:
Deviation A Contrary to the ce==it=ent in FS AP Section 3.8.1.6.5 and Proj edt Specification 2555-30 to construction of the Reactor Suilding in accordance with ACI Standard 301, cube strength testing to =easure the seven day ce=pressive strength of the grout used for the pest
, tensioned tendons was not perf ormed.
Response A Specification 7555-3d, paragraph 4.5,statesthat"allgrouting operations shall confor= to the require =cnts and reco==cndations of PCI r.cco== ended Practice for Grouting of Post-Tensioned Pre-Etressed Concrete and ACI 301 except as =odified herein". Para-graph 4.0 requires that the contractor develop a tendon installa-tion and grouting procedure and sub=it this procedure to the Engin-cer for approval.
Since this approved installation procedure is a direct byproduct of the specification ic is considered to be an
~
extension to that specification.
Any modification to cither of the docu=ents noted above are, approved and accepted by the engineer.
The approved installation procedure required a co=pressive strength f
test to be acco=plished at 28 days on the grout trial mix for infor-m.ition only. This was done and the results are attached.

. J. P. O'Reilly,
Response A (Cont'd)
It should be noted that the cc=pressive strength of the grout is not a f actor in the design and analysis of the tendon installation in Three Mile Island Unit 2.
Devintion E Contrary to the cer:-it=cn in FSAn 1.ppendix C, Section 2C.l.4 to cen-struction of the po:t tensioned systc= in accordance with the AS:2 ELFV Code, Secticn Ill, Divisien 2, tests to =easure the chloride and nitrate concentratiens of the grout used for the post tensioned tendons were not perfor:cd.
Response B Ref erence to tne AS:2 ESPV Code,Section III, Division 2, was origi-nally intended to apply caly to perf or ance requirc=ents of the cede rather than to complete and literal ec=pliance with all aspects of the code. This statc=ent will be a= ended to be = ore exclusive and definitive as follows:
"The Stress:cci high efficiency S/E 54-5 EI post tensioning anchcrage cystc= cc= plies with the performance require =ents established in sub-suharticles CC 2450 and CC 2460 of ' Stand-ard Code f or Concrete Reactor Vessels and Contain=ents (Section III, Division 2 of the AS E Boiler and Pressure Code)'".
j
/.=end=ent 32 to the FSAR due in Septe=ber 1975 will incorporate this revised wording.
$cetions of this code other than those referenced above vill not be applicable.
Deviation C Contrary to an accepted industry code, ACI Co =ittee 349, " Criteria for Reinforced Concrete Nuclear Power Contain=cnt Structures," a special material requirc=ent and test to =casure the alkalinity of the wet grout =ix used to fill the post tensioned tendon ducts was not perfor=cd.
Response C ACI Co==ittec 349, Title No. 69-2, " Criteria for Reinforced Concrete Nuclear Power Contain=cnt Structures" was not invoked or referenced in the d sign for Three Mile Island Uni't 2.
It should be noted that

Recponce C (Cont'd)
Portland ec=t nt grout has historically provided a high alkaline ciaviron=cnt ec=patiole with corrosien protcetion requirc=c.nts for prestressing steel.
Test perfor=ed by Sika Che=ical Corporation chow that the pH of the wet =1;;cd grout is appro::icately 12.5.
No codes currently in effect require pH =casure=cnts of Portland cc=cnt grout.
Very truly yours, l
