Three Mile Island Nuclear Station Unit 2, Docket No. 50-320 Inspection No. 76-05 Calibration of Elcetrical Crisping Tools This letter is in response to the subject inspection report resulting frc= Mr. L. Narrow's inspection of May 10-13, 1976, and the finding thereof. Below is the response to the infraction referenced in the subject inspection.

10 CFR 50, Appendix 3, Criterion III which states:
" Measures shall be established to assure that tools, gages, instru=ents, and other measuring and testing devices used in activities affecting quality are properly controlled, calibrated, and adjusted at specified periods to =aintain accuracy within necessary licits."
Contrary to the above, crirT. ing of saf ety related cable and vire in circuits to motors and control cabinets for the Nuclear Services River Water Syste= had been perfor ed with cri= ping tools which were not controlled and calibrated.
Corrective Action Taken 1.
On May 13, 1976, in a meeting with GPUSC representatives and the NRC Inspector, it had been deternined:

Cri= ping tools had been provided with Serial Numbers and were issued by badge number of the Craf ts=an for contro'. and to enable recall of tools, c.
Calibration of tools was in progress, a total of 77 tools had been issued. Of these 37 had received I
a calibration check. None of the 37 had been found to be out of tolerance.
d.
Instructions had been issued to the Field that crimping of safety-related cable and wire was to be performed using calibrated tools only. Crimping of wire sizes for which calibrated tools were not avail-able was discontinued.

ECP-3-2 has been revised to include Quality Control noti-fication in order to verify inspection checks, as applicable.
Inspection check records shall be maintained by the Electrical Construction Depart =ent and will be available on site for your review.

The Instru=ent Department received some calibration go-no-go gages on 6/1/76 and is in process of identifying, recording on calibration cards and setting up a recall cycle for the gages that will be included in Quality Control procedures.
This will be acco=plished by 6/30/76.

On 6/17/76, calibration che.cks were co=pleted for all 77 cri= ping tcols which iad been used on Three Mile Island Unit 2.
All cri= ping tools checked were verified to be within the manufacturer's specified tolerances. Therefore, no cri=ps were made on Unit 2 by cri= ping tools which would have made an inadequate cri=p.
Corrective Steos to be Taken to Avoid Future Violations Instructions have been issued to the Field that cri= ping will only be done with acceptable cri= ping tools. Upon issue of any new crimping tools to the field, these tools will be serialized and placed on a recall list for periodic calibration checks.60-284 n
