TEREE MILE ISLAND NUCLEAR STATION UNIT 2 (TMI-2)
LICENSE NO. CPPR-66 DOCKET NO. 50-320 REQUEST FOR EXTENSICN CF COMPLETION DATES FOR CCNSTRUCTION PERMIT NO. CPPR-66 In accordance with 10 CFR 50.55(b) of the Commission's Regulations, Metropolitan Edison Ccepany requests that the Nuclear Regulatory Cc mission extend the estimated latest completion date for the TMI-2 Construction Permit from May 1, 1977 to January 15, 1978. Although fuel loading is scheduled for Cctober 15, 1977, we are requesting an extension of the latest ccepletion date to January 15, 1978 to allow for unforeseen causes for delay.
This is the second request for an extension to our construction permit. The first was made on October 26, 1973, with additional information supplied en December 21, 1973; our request was granted on January 15, 1974, extending cur completion date to lhy 1, 1977. Since that time, we have notified the Cctmission three times of delays totaling 15 =onths as part of our schedule infor ation in submittals to the Directorate of Regulatory Operations (see letters frcm W. T. Gunn to R. T. Carlson dated December 3, 1976, July 3, 1974 and September 6, 1974).
Delays since December 1973 are a result of many causes; the most signifi-cant are listed below:
1.
A direct craft force reduction of 15% in June 1976 resulting from budgeting restrictions; 2.
Increased engineering (750,000 man-hours) and labor (1,170,000 man-hours) resulting from:
a.
Significant increases in pretiously esti=ated quantities of electrical cabling, conduit and trays due to late availability of electrical drawings; i

Increases in material quantities for process piping resulting from quantity re-evaluations; 3.
Late receipt of valves due to casting difficulties and a strike at a nuclear valve =r_nufacturing facility; and 4.
Late availability of cable pull slips as a result of a lack of electrical vendor drawing information.
We believe that we have asked for a reasonable and justifiable extension of the latest cocpletion date; that we have adequate reasons for delay of the project; that with construction of TMI-2 91% complete, it is unlikely that we will encounter major contingency delays in the short pericd of time left until completion of the project; and that we should therefore be granted an extensien to the Construction Permit in accordance with 10 CFR 50.d5(b).
