. ne Mvisory enmittee on Peactor Safeguards is an indepeMent group established by Congress to review ard rescrt cn each application for a construction permit and cn each application for an operating license for a reactor facility ard en certain other nuclear safety matters. Se enmittee's reports bec:x:e a part of the public record.

Although ACES meetigs are ordinarily ope to the public ard provide for oral or written staWrits to be considered as a part of the r e ittee's in-formation gathering prdure concerning the health ard safety of the public, they are not adjtdicatory type hearig s such as are conducted by the Nuclear Fegulatory Ccmission's Ataric Safety & Licersing Ecard as part of the Ccr:nissicn's limming process.

ACRS meetings do not normally deal with matters pertainirr; to envirorzental i= pacts outside the safety area.
