Title:

Meeting to Discuss Steam Generator Technical Specifications Meeting Identifier: 20190538 Date of Meeting: June 27, 2019 Location: 3WFN-01C03 Type of Meeting: Category 2 Purpose of the Meeting: The purpose of this meeting is for NRC staff and members of the industry to discuss potential changes to steam generator (SG) inspection intervals in the standard technical specifications (TSs).

General Details: The industrys Steam Generator Task Force (SGTF) met with U.S. Nuclear Regulatory Commission (NRC) staff on June 27, 2019, at the NRC Headquarters in Rockville, MD. The purpose of the meeting was to discuss potential changes to SG TSs. The industry and NRC staff slides are available in the Agencywide Documents Access and Management System (ADAMS) under Accession Nos. ML19177A378 and ML19179A242. This meeting was noticed as a public meeting and the agenda is available in ADAMS under Accession No. ML19171A402.

Summary of Presentations: During the meeting, industry representatives made presentations which addressed topics described in the meeting notice. At various points in the meeting, there were additional discussions about agenda topics. A summary of the information exchanged during the meeting is discussed below. Unless noted otherwise, the information below was stated by industry representatives.

  • Members of the SGTF are proposing to replace the minimum inspection frequencies and periods in the SG TSs with licensee-controlled, performance-based requirements.

Industry representatives cited recent operating experience and NRC precedents (e.g.,

Technical Specification Task Force (TSTF) Traveler 425, Relocate Surveillance Frequencies to Licensee Control - RITSTF Initiative 5b, Staff Requirements Memoranda 98-144, White Paper on Risk-Informed and Performance-Based Regulation) as justification for the proposal. The industry expressed initial interest in modifying the existing TSs during the February 13, 2019, SGTF meeting (ADAMS Accession No. ML19044A416). During the June 27, 2019, meeting, the industry stated that it is planning to submit a new TSTF for NRC staff review by the end of 2019.

  • The proposed changes would remove the prescriptive inspection frequency requirements while retaining the performance-based requirements related to maintaining tube integrity. The inspection frequency would then be solely determined by the operational assessment, which predicts the condition of the tubes at a future date. The staff noted that the industry is proposing to add a requirement to submit the results (i.e.,

the maximum operating interval) of the operational assessment but not the details of the assessment itself.

  • The NRC staff also noted that the industry presentation did not include prescriptive inspection requirements (also known as hard stops) that were previously mentioned in the February 13, 2019 slides. As noted in the NRC staff slides and safety evaluation template for TSTF-449, predictions of the future condition of SG tubing is based on the existing condition of tubing and anticipated flaw growth rates, both of which can involve significant uncertainty that may be difficult to conservatively bound. For this reason, previous SG TS requirements included prescriptive requirements to provide added assurance that tube integrity would be maintained until the next scheduled inspection.
  • As noted in the NRC staff presentation, the NRC staff is evaluating multiple options related to the proposed changes. These options include:

o no changes to the current requirements, o licensee-controlled, performance-based frequencies and periods, and o modified frequencies within the existing regulatory framework.
