The NRC Staff has determined that a number of clerical and/or typographical errors appear in its Proposed Findings of Fact and Conclusions of Law filed with the Board on August 19, 1977. The Staff has prepared the attached

" errata" sheet documenting these errors.

In addition, the Staff feels it necessary to comment on one aspect of the Appli-cants' Reply to Proposed Findings dated August 30,1977. With respect to the revised 5 401 Cerdfication issued to the Applicants by the Commonwe=1th of Pennsylvania en June 22,1977, S 401(d) of the FWPCA requires the otaff to include the exact conditions centained in that certification in the operating license for TMI-2 when that license is issued. Should the conditions con-tained in the $ 401 Certification change between now and the license issuance, those changes will be reflected in the operating license. The Board, in its initial decision, may wish to make it clear that the Director of Regulation 790419o03g g
