In acccrdance with Management Requirement 5 of the above referenced permit, we are providing FADER with notification of..a March 21, 1979 bypass of the 24I Unit II conden:: ate polishing system which.resulted in a discharge to the Susquehanna Ritar.

In ord.r to regenerate the cation pcrtion of the condensate polishing unit, sulfuric acid at a concentration of c% is routed through the cation bed.

This acid is then drained and routed to the 24I Unit II Neutrali:er Tank (NFDES Discharge ICS).nricr to d ; s, u.,

o...a Prior to this incident, the valve which is used to drain the ac id was manua.ly closed and tagged in order to perfc m maintenance. After the maintenance operation was performed the tag was rencved, however, the valve was mistakenly left closed. Then the regeneraticn prccess was initiated, and the sulfuric acid whien normally vculd have drained to the neutralizer tank was forced to exit cut the top cf condencate polishing unit.

As a re, ult of this, the ficw then entered a cump (the sump is drained by a level indicater vnich activates a 150 gallen per minute pr.p) which in turn enters tat Mo~"a

'- Draft Cocling Tower Discharge (:CCT) which flows directly to the river.

It is estimated that a maximum of h000 gallens of 8", sulfuric acid was routed to the

CCT discharge. The :CCT discharge vclu=e was recorded as being 57,000 gallens per n, e. c.

In addition, during the period March 21, 22 and 23,1979, the discharge temperature f cutfall 001 varied up to lhcF abcve ambient river temperature. Tnic exceeds the permit limitation which allows a discharge up to 12 F above ambient river temperature during the perica November 1 through April 30.

Mr. J. T. Flesher of the FADER war notified by telephone after each occurrence.

Subsequent investigaticn cf this matter revealed that the instrumentation which is used to determine the temperature differential was not operating correctly. A check 0

was made by using a portable thermometer which revealed a 2 F temperature differential, whereas, the instrumentation. which prc=pted our telephone calls to PaDER was indicating a ILc? differential.

It was revealed that during the past vinter a pipe burst in the area of our temperature monitcring equirment. During the ensuing cleanup, some of the monitoring equipment wiring improperly connected.

It is believed that due to this error we received m

faulty data and we never actually exceeded the permit limitaticns as was criginally thought.

As a corrective action, the viring error has been corrected.
