,V In ALAB-485, decided July 19, 1973, the Atcmic Safety and Licensing Appeal Board reviewed the Licensin; Board decision which authorized the issuance of an operating license to the Three Mile Island, Unit io. 2 facility.

A cent al issue before the A;?eal Scard was the adequacy of the record with respect to the probability of the crash into the facility of an airplane heavier than 200,000 c:unds.

The Appeal Board found that the record did not permit it to determine the future level of heavy aircraft traffic -- which is beirg moni tcred under a technical speci-fication in the operating license -- at which further protective measures (such as reassessing structural design limits, restrictions on air traffic patterns, redesign of excerior structures, and plant shut-down) must be taken, and it directed a reopened hearing to address that aatter.

The Appeal Board made clear that the further hearing would result not caly-in a determination with respect to crash probabilities at future air traffic levels, but also in a firmer finding with respect to current crash pecbabilities than can presently be made, cwing to bifferences in the data bases and calculational methods used in developing the present record.

Finding that all data and analyses in the record led to acceptable crash cecbabilities at current air traffic levels, the Appeal Board ruled that there was a reasonable assurance of no undue risk to public health ar.d safety fran c?eration at this time, ani it declined to suspend the cperat ng' license during the pendency of i

the reopenec nearing.

A petition seeking Ccmmission review of ?. LAB-4B6 pursuant to 10 CFR 2.785 was filed on August 3,1973, by the representative of the Citizens for a Safe 'Enviror. ment and the York Cc:mittee for a Safe Environment.

Since our review is not cn the basis urgec by the petition, the peti-tion is hereby denied.

As noted, the Appeal Scard has indicated in some c9tsil the infor-mation it considers necessary for the reopened hearing.

He believe that the Appeal Board should request still core detailed data and analyses.

'le have outlined in an attachment to this order areas we believe should be pursued.

The Ccmmission recognizes that the analysis will have to be done on the basis of available data.

Crash Data. Crash data for cperations in the U.S. during the last five years should be obtained by year and t.ge of aircraf t, for those over 200,C00 pcuhds, segregated according to whether military, scheduled, or non-schaduled.

Data shculd include, for each crash:

cause, loca.'.icn, type of groun? control equipment in use (e.c., whether an instrument landing system was present), weather conditions, speed at impact, and type of operation (takeoff, landing, touch-end-go). Scurces of this information might ir.clude the Naticnal Transportation Safety Board, the Civil Aeronautics Board, the Federal Aviation Administration, tha 02, cart = nt -cf Defense Office of Prcgram "nalysis and Evaluation, the U.S. Air Force In pectic" tad Safety Center at Morton Air Force Base, and insurance ccmpanies.

Flicht Ocarations at Har-isburn Internacional Airacet. For oper?.ticns during the past five years, to the extent possible, data should ce obtained, on a year-by-year basis, on the actual aircraf t type (e.g., C-5A, 707), for aircraf c over 200,000 pounds; the ocerator (e.g., Air Force, schedule, non-scheduled); the gross weight of each operation; the end of the runway used; and the type of operation (e.c.,

takeoff, landing, touch-and-go).

The type of ground control equipment at the Harrisburg International Airport snould be specified, including any changes approved but not accomplished, either upgrading or abandon- _

ment of equipment.

2 III. Future Traffic.

For traffic at the Harrisburg airport durin; the next five years, forecasts should be obtained on a year-by-year basis, from the airpor.t, the U.S. Air Force, and the Federal Aviation Admini stration.

IV.

Information on Landinc and Takeoff Patterns at Harrisburg A

International Airoort. A tenplate should be prepared showing the take-off and landing patterns, and indicating the location of the Three Mile Island site.

Information should be obtained on: standard guidance (if any) given to aircraf t; whether one area or cae landing and takeoff pattern is usual (e.g., for noise control or because of prevailing wind conditions); whether, and if so, how of ten, the Three Mile Island si te is overflown; and the feasibility of using landing and takeoff patterns which do not overfly the Three Mile Island site.

V.

Analysis.

An analysis and estimate should be cade of the type of probability distribution appropriate in drawing conclusions en the basis of very limited data. The estimate shou i include an estimate of the uncertainty.

It may be desirable to develop both an estimate of the probability of crash per operation for operaticns in the U.S., based on the data, and of the probability of hitting a given area in the event of a crash, based on aerodynamic analysis. The data outlined above should then be analyzed to give an estimate of the likelihood of crash by type of aircraf t at Harrisburg International Airport. The analysis should also include an examination of the ccmbinationi of weight heavier than e- '.92 f
