This request, = ado under tho authority of the Io= ission's rules, Part 2.711(a), is =ade for a number of reasons.
First, the timing of the Daard's Initial Decicion and the very brief period for filing of exceptions in relation to the Christmas holiday seasc, already compromiced the Intervenors ' ability to file the necessi exceptiona in clear, well-written form.
It is doubtful that any of the other partico to this proceeding bore this burden.
Secondly, because the Intervencro raise comple: and i=portant factu:1 and legal issues, considerable care and thought must go into the drafting of a worthwhile brief.
With only fifteen daye to respond, the Intervonors will be cariously compromised in their abilities to prepare a =caningful brief.
Las tly, this request would conform to the proposed change in Part 2.762 of the Rules of Practice of the Co= mission (Fed. Reg.
vol. 42, pp. 22163-72, May 2, 1977).
The Intervencrs would, of course, anticipate that the time j
extencion requected under the proposed change in Fort 2.762 wculd apply to all partiec in thia precoeding.
