REQUEST FOR EXCEPTION FROM REQUISITION PACKAGE SUBMISSION DEADLINE The Office of Nuclear Security and Incident Response (NSIR) hereby requests an exception to the fiscal year 2019 requisition package submission deadline. NSIR plans to establish a 5-year Interagency Agreement (IAA) with the United States Special Operations Command (USSOCOM); funds are currently committed on requisition number NSIR-19-0063.
In support of the force-on-force (FOF) inspection program, the U.S. Nuclear Regulatory Commission coordinates with its advisors, as outlined in the current IAA, which is scheduled to expire September 14, 2019. Due to several coincidental factors, NSIR has exceeded the deadline of July 1, 2019, for submitting the requisition package; therefore, an exception memorandum is needed. The impacts of not approving the exception could result in a reduction in the overall effectiveness of the FOF inspection program and an inability to comply with the requirements of the Energy Policy Act of 2005.
