Statement of Professional Qualifications Bryce C. Lehman, Civil Engineer Office of Nuclear Reactor Regulation (NRR), Division of Engineering Structural Engineering Branch U.S. Nuclear Regulatory Commission Mr. Lehman is a civil engineer with fifteen years of structural experience, more than ten of which has been in nuclear power. His official responsibilities include the technical, safety, and regulatory compliance reviews of license amendment requests and relief requests related to structures, including reactor containment buildings. Mr. Lehman has participated in a variety of structural engineering review topics, including addressing the structural impacts of reactor spent fuel pool leakage, refueling cavity leakage, containment liner degradation, and alkali-silica reaction degradation. Mr. Lehman is also a member of the ASME Code Section XI working group on containment, which develops the inservice inspection requirements for steel and concrete reactor containment buildings.

EDUCATION M.E., Civil Engineering, University of Maryland, College Park, MD, 2007 B.S., Civil Engineering, Florida State University, Tallahassee, FL, 2004 EXPERIENCE 2013 - Present: Structural Engineer, NRC, Division of Engineering Perform technical reviews of licensee relief requests and license amendment requests (LAR) related to the implementation of containment inservice inspection programs. Mr. Lehman conducts reviews related to structural aging and degradation, including the reviews of reactor license renewal applications (LRA) and subsequent license renewal applications (SLRA). He also supports the IAEA in this area and has participated as a structural expert in IAEA Safety Aspects of Long Term Operation (SALTO) missions in South Africa and Spain. These reviews include auditing licensees aging management program basis documents, walking down sites, and interviewing licensee staff. Mr. Lehman also served on expert panels that updated the NRC guidance for aging management of structures for subsequent license renewal.

2007 - 2013: Structural Engineer, NRC, Division of License Renewal Performed structural reviews of multiple license renewal applications (LRA), including Beaver Valley Power Station, Kewaunee Power Station, Cooper Nuclear Station, Palo Verde Nuclear Generating Station, Salem Generating Station, Hope Creek Generating Station, Callaway Plant, and Duane Arnold Energy Center. Mr. Lehmans work included auditing program basis documents, reviewing and assessing the relevant information in LRAs, crafting requests for additional information, and developing input for the NRC Staffs safety evaluation report. Mr.

Lehman reviewed multiple structural degradation issues, including reactor refueling cavity leakage, spent fuel pool leakage, containment liner degradation, torus degradation, and groundwater infiltration. Mr. Lehman also helped identify the alkali-silica reaction issue at Seabrook and drafted the NRC Information Notice (IN 2011-20) related to concrete degradation by alkali-silica reaction.

2006 - 2007: Staff Engineer, Structural Repair Group, Gaithersburg, MD Performed inspections of existing concrete structures, generally residential condominiums and commercial parking garages, to identify structural degradation. Mr. Lehman developed repair and remediation plans for identified structural degradation and inspected and reviewed the implemented structural repairs.

2005: Design Engineer, Ralph Whitehead Associates, Inc., Jacksonville, FL Performed surveys and inspections of existing railroad bridges. Mr. Lehman also designed new railroad bridges and developed remediation plans for existing bridges.
