SUBJECT:

JERSEY CENTRAL PC'iER & LICHT CCMPAPf, OYSTE2 CREEK NUCLEAR STATION #2, DCCKET 50-320 CONSE:GEC We are unable to review and coc=ent on the reasonableness of the applicant's estimate for subj ect plant. A lucp sum estimate of $135,000,000 covers capital plant and initial core costs. We require as a minimum an identifi-cation of the ??C accounts related to the capital cost estimate and preferably the cost esticate of the initial core shown separately. Esti=ated costs fer any "related on-site facilit.'es" such as transmission or substation facilities should be shown separately from the nuclear power station proper.

We understand that the currently revised draft of 10 CFR 3 art 50, Financial Qualifications, will require a breakcown of fuel and non-station facilities in order to permit a meaningful review.
