Dear Mr. Simpson:
During his last visit to Battelle, Mr. Jan " orris, Enviroc.r. ental Project ihnager, who is r.anaging the ucather codification study currently being prepared by your Depart ent, discussed with you preliainarily the possibility of your personnel being involved in the public hearing before the Atonic Safety and Licensing Board on the Three Mile Island Unit Mo. 2 case.
There are tio admitted contentions which relate to weather r.cdification by man-made causes..The text of these cententions is in Enclosure 1.
He feel that the co-investigators of the study, having just cenpleted their research, are uniquely qualified to address the issues contained in the contentions.
The purpose of this letter is to request technical support fron your Department in preparation of written testinony for these two contentions and furnishing of an expert witness to sponsor the written testinony at the hearing. For planning purposes, we estinate involvement of one individual for a. period of tuo ;;eeks of prepara-tory and uriting tice plus a one or two day appearance at the hearing.
The hearing is estinated to start the first week in February,1977 in Harrisburg, Pennsylvania area.
In actuality the testimony will be subnitted first in the fom of an affidavit as part of a legal request for sumary disposition of the contentions and if this effort fails then the testimony will be filed in support of the staff's direct case.
