Subject:

Three Mile Island Nuclear Statica

/ %j ;id Units 1 anc 2 Docket Nos. 50-269 and 50-320,

Dear Mr. Munt:

.ing:

On Nove=ber 29, 1971, you crdered that we show cause why construction wcrk on the off-site portions of transmission lines associated with Unit 2 of the Three Mile Island Nuclear Generating Station should not be suspended pending ec=pletion of the full NI?A enviren= ental review.

Enclosed with this letter is the answer of the Metrepelitan Ediscn Ccmpany, the Jersey Cenn al Pcwer c.nd Lignt Ccepany, and the Fennsylvania Electric Ccepany to the order to show cause and also a Supple =entary State =ent of Facts Relating to the Transmissien Lines for Three Mile Island Nuclear Generating Station, Unit 2.

Ecth the Answer and tne State =ent provide infor=aticn wnich we had not previcusly trought to your attention and which ccrrects factual

=isunderstandings which we had allowed to occur.

The Oc=panies sincerely believe that an evaluatien cf the infer.atien presented in these docu=ents =ust lead to the cenclusien that there will be no significant adverse enviren= ental effects fres centinued constructicn; that, Oc the extent that there are adverse effects, these have already taken place; that no alternatives are likely to be fcund necessary by the full NI?A review; even if alter-natives were to be required, Wey would not be fcreclosed by continued ccnstruction; that there would be significant and unwarranted addi-ticnal expenses shculd censtruction be suspended.

We would also note that the transmission lines in questien have a d al pur;cse. Suspension of their construction would therefcre imperil functions unrelated to the 2.ree Mile Island Nuclear Generatin,z Station. 'ahile we do not here arpe the jurisdictional question, we de wish to call thi =atter to your attention, withcut waivin.; cur right to raise this issue at a later time.

T Very truly yours,
