Three h ie Island Nuclear Statien Units 1 and 2 g

Esti=ated Che=1ca nalysis Docket Nos. 50-289 and 50-3204 You were notified on August 27, 1973 of a situation which could be con-sidered reportable under 10CYR50.55(e)(1)(1), " Conditions of Construction Per=its".

This situation involved incc=plete chenical analyses (phosphorus and sulfur) pr-forned by Walworth/Aloyco Co=pany on pressure boundary parts of stainless steel valves supplied for use on Three Mile Island.

Our letter of Septe=ber 26, 1973, which responded to the AEC letter of Septe=ber 14, 1973, outlined a progrs= of corrective action which has now been co=pleted.

CORRECTIVE ACTION:

1.

Walworth/Aloyco located one hundred and fifty-eight (158) archive sa=ples of heats of =aterial for pressure boundary parts of stain-less steel valves supplied for use on Three Mile Island.; clear Station, Units 1 and 2.

2.

Walworth/Aloico had two independent laboratories test the sa=ples for phosphorus and sulfur centent. The first ten (10) archive sa=ples were submitted to International Testing Laboratory, Inc.,

of Newark, New Jersey. Results of this analysis were reported on h rch 19, 1973 to Aloyco. The re=aining one hundred and forty-eight (148) sa=ples were analyred at Carpenter Technology Corporation of Reading, Pennsylvania, and reported to Aloyco on October 10, 1973.

These analyses were partially witnessed by representatives of Metro-politan Edison Company, Gilbert Associates, Inc., 3abcock and Wilcox Co=pany, and Walworth/Aloyco.

The results of the analyses have been independently reviewed by Walworth/Alo'fco, Gilbert Associates, Babcock and Wilcox Co=pany, and Metropolitan Edison Co=pany.

All of the independent reviews concurred with the following:

(a) The results of the analyses show that all samples are well within specificacica ILnits of 0.040* =axi=u= for both phosphorus and sulfur.

(b) Aloyco has listed all heat nunbers including those for which no sa=ples are available. The heat nu=bers for which data is reported chronologically spans those heat nu=bers where sa=ples are not available.

(c) Fro the availability of data fro: si=ilar heats over the period in question and the icw values of =can and standard deviation, it can be assu=ed at a very high confidence level that the phosphorus and sulfur content will not exceed the specified max 1=u: content of 0.040"..

In conclusion, Metropolitan Edison Co=pany has determined that there is sufficient statistical infor=ation available to indicate that although Aloyco did not perfor= actual che=ical analyses of the heats in question, their foundry prac-tice provided adequate control of the phosphorus and sulfur to keep then within the specification =axi=u=s and to establish confidence that all of the valves supplied by Aloyco had phosphorus and sulfur contents within the ASTM A-351 speci-fication li=1ts.

The results of these analyses are available at the Three Mile Island site for your review.
