Metropolitan Edison Co=pany Three Mile Island Nuclear Station Uoncompliance Notification 79-01 I.
Descriction of Noncompliance On March 7, 1979, a sample was taken frcm the Industrial Waste Filter System (IWFS) discharge (NPDES Discharge lOL) which yielded an oil and grease concentration of 153 =g/1.
This result exceeded the permit limitation of 20 mg/1.
It is estimated that approximately 5,000 gallons of this water was discharged.
II.
Corrective 7 Preventive Actions It is believed that this noncompliance was caused by the inadvertent transfer of oil and grease frc= the Industrial Waste Treatment Syste=
(I?"S) to the I'nTS.
Sludge from the IWTS sludge froth tank is regularly drained to the IWFS for additional treatment.
In this instance, the operator =istakenly left the sludge froth tank drain valves open, thereby, allaving the oil and grease, which accumulates on top of the sludge, to be drained to the IWFS.
'"he IiTZ/I'CS cupervisors v,ill re-e=phasize the prere. use of the sludge froth tank drain valves to the operators.
As a further corrective action, we are planning to install drain valves vnich will automatically shut off.
III.
Previous Noneccoliances of the Present Tyne None IV.
Environmental Imract Due to the relatively small a=ount of flow, the total amount of oil and grease released is not believed to have created a significant adverse i=p act.
