NMSS PERIODIC REVIEWS FOR RG 3.48, RG 3.61, AND RG 3.62 This memorandum documents the US Nuclear Regulatory Commission (NRC) periodic reviews of Regulatory Guide (RG) 3.48, Revision 1, Standard Format and Content for the Safety Analysis Report for an Independent Spent Fuel Storage Installation or Monitored Retrievable Storage Installation (Dry Storage), RG 3.61, Revision 0, Standard Format and Content for a Topical Safety Analysis Report for a Spent Fuel Dry Storage Cask, and RG 3.62, Revision 0, Standard Format and Content for the Safety Analysis Report for Onsite Storage of Spent Fuel Storage Casks. Documentation of the NRC staff review is enclosed.
As discussed in Management Directive 6.6, Regulatory Guides, the NRC staff reviews RGs periodically to ensure that the RGs continue to provide useful guidance. The staff plans to combine all three RGs into a revision to RG 3.48. In addition, the revision will incorporate updated guidance from the Standard Review Plan in NUREG-2215, Standard Review Plan for Spent Fuel Dry Storage Systems and Facilities. The staff plans to submit a draft of the revision to RG 3.48 to the staff in the Office of Nuclear Regulatory Research for review by the end of CY 2019 and plans to publish it for public comment in the 2nd quarter CY 2020.
