FINAL SAFETY EVALUATION FOR WESTINGHOUSE ELECTRIC COMPANY TOPICAL REPORT WCAP-15942-P-A/WCAP-15492-NP-A, SUPPLEMENT 1, REVISION 1, MATERIAL CHANGES FOR SVEA-96 OPTIMA2 FUEL ASSEMBLIES (EPID: L-2018-TOP-0032)

Dear Ms. Zozula:

By letter dated January 25, 2016 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15357A103), the U.S. Nuclear Regulatory Commission (NRC) issued draft safety evaluation (SE) for the Westinghouse Electric Company (Westinghouse)

Topical Report (TR) WCAP-15942-P-A/WCAP-15942-NP-A, Supplement 1, Revision 1, Material Changes for SVEA-96 Optima2 Fuel Assemblies. By letter dated June 8, 2016 (ADAMS Accession No. ML16162A752), Westinghouse requested a 24-month suspension of the review of TR WCAP-15942-P-A/WCAP-15942-NP-A, Supplement 1, Revision 1. By letter dated July 1, 2016 (ADAMS Accession No. ML16172A185), the NRC issued a suspension of the review letter for TR WCAP-15942-P-A/WCAP-15942-NP-A, Supplement 1, Revision 1. On June 14, 2018, a closed meeting was held between the NRC staff and Westinghouse representatives to discuss the restart of the NRC review of WCAP-15942-P-A/

WCAP-15942-NP-A, Supplement 1, Revision 1 (meeting summary ADAMS Accession No. ML18177A168). By letter dated August 28, 2018 (ADAMS Accession No. ML18242A442),

Westinghouse submitted Appendix 1 to WCAP-15942-P-A, Supplement 1, Revision 1, "Effects of Corrosion on Mechanical Design Analyses of Low Tin ZIRLO' Channels," and Appendix 2 to WCAP-15942-P-A, Supplement 1, Revision 1, Operation Limits on Low Tin ZIRLO' Channels, to support the restart of TR WCAP-15942-P-A/WCAP-15942-NP-A, Supplement 1, Revision 1, review.

The enclosed final SE addresses the applicability of the TR WCAP-15942-P-A/WCAP-15942-NP-A, Supplement 1, Revision 1, Material Changes for SVEA-96 Optima2 Fuel Assemblies.

The NRC staff has found that TR WCAP-15942-P-A/WCAP-15942-NP-A, Supplement 1, Revision 1, Material Changes for SVEA-96 Optima2 Fuel Assemblies, is acceptable for referencing in licensing applications provided that the conclusions, conditions, and limitations, stipulated in Section 5.0, and applicability defined in the enclosed NRC final SE are met along with the proper documentation.

NOTICE: Enclosure 2 and Attachment 2 transmitted herewith contains SUNSI. When separated from Enclosure 2 and Attachment 2, this transmittal document is decontrolled.

In accordance with the guidance provided on the NRC website, we request that Westinghouse publish accepted proprietary and non-proprietary versions of these TRs within three months of receipt of this letter.

The accepted versions shall incorporate this letter and the enclosed final SE after the title page.

Also, they must contain historical review information, including NRC requests for additional information (RAIs) and your responses. The accepted versions shall include an "-A" (designating accepted) following the TRs identification symbol.

As an alternative to including the RAIs and RAI responses behind the title page, if changes to the TRs were provided to the NRC staff to support the resolution of RAI responses, and the NRC staff reviewed and approved those changes as described in the RAI responses, there are two ways that the accepted version can capture the RAIs:

1. The RAIs and RAI responses can be included as an Appendix to the accepted version.
2. The RAIs and RAI responses can be captured in the form of a table (inserted after the final SE) which summarizes the changes as shown in the approved version of the TRs. The table should reference the specific RAIs and RAI responses which resulted in any changes, as shown in the accepted version of the TRs.

If future changes to the NRCs regulatory requirements affect the acceptability of this TR, Westinghouse will be expected to revise the TR appropriately or justify its continued applicability for subsequent referencing. Licensees referencing this TR would be expected to justify its continued applicability or evaluate their plant using the revised TR.
