Dear Mr. Lubinski:

The purpose of this letter is to withdraw the American Centrifuge Operating, LLC (ACO) request submitted on August 9, 2018 (Reference 1), to terminate the American Centrifuge Lead Cascade Facility (Lead Cascade) U.S. Nuclear Regulatory Commission (NRC) Materials License.

On May 31, 2019, the U.S. Department of Energy (DOE) issued a letter contract to Centrus to deploy a 16-machine ACIOOM high assay, low-enriched uranium (HALED), cascade in ACO leased areas at DOE's site in Piketon, Ohio. Project commencement began on June 1, 2019. In support of this HALED project, DOE has extended the Lease Agreement Between the US.

Department of Energy and United States Enrichment Corporation for the Gas Centrifuge Enrichment Plant (GCEP Lease Agreement). Enclosure 1 provides the approved amendment to Appendix 1 of the GCEP Lease Agreement demonstrating continued compliance with Lead Cascade Materials License Condition 14. In accordance with the guidance provided by the DOE, contains Official Use Only information and ACO requests this enclosure be withheld from public disclosure per 10 Code of Federal Regulations 2.390(d)(l).

Moving forward under the HALED project, ACO will update and amend the American Centrifuge Plant (ACP) NRC license for NRC review and approval to allow HALED production. It is anticipated that existing NRC-approved Lead Cascade programs will be transitioned and subsumed O

into the ACP license.
