ihereas, the Atomic "nergy Commission issued construction permits for this pro3ect based on faulty Judgments and miscalculations of proJected growth demands in the PAL service
area, iFhereas, the intervenors, and all other rate-payers similarily
situated, ar e confronted with the ineouity of higher and. higher electric rates to pay for the operating costs of generating units that may not be "used and useful."

Therefore, in order to establish eauity for rate-payers, the Atomic Safety and Licensing Board should, issue an order directing the Pennsylvania Public Utility Commission (PUC) to investigate the conseoucnces of the serious miscalculations cited above; and also direct the Applicants to halt construct,ion at, the Salem site, pending the outcome of the PUC investigation Likewise, the >>!uclear regulatory Commission should comply w1th tbc Xational =-nergy Program, enuciated oy the President be

contend, and aver tbe following:
Mhereas, the U.S. Envoi.ronmental Protection Agency concluded from a nationwide river study of chemical contaminants in drinking water that chlorine, the chemical used to k111 bacter1a and make ~ater safe to drink, also produces cancer causing agents (carcinogens) when it combines w1th certain other chemicals,

.';thereas, the Applicants 1n the operation of the Salem Township fac111ty would discharge into thc Susquehanna River nuclear waste materials (such as Cesium 1>7 and. Cobalt 60) as well as large quantities of chlorine used 'to clarify the mine acid in the water received at the plant's intake from the river,

hereas, the Borough of Danville, located fifteen miles downst.ream from the Salem Townsh1p site, receives its supply of drinking water from the Susouchanna

'8hereas, the operation of the Applicants atomic plant will pose a

serious publ1c health danger to the c1tizens of Danville due to the plant's discharge of radioactive and potentially carcinogenic wastes into the river upstream, Therefore, the Nuclear Regulatory Commission should order the Applicants to install an improved. liquid waste treatment system designed to r emove all traces of chorine and nuclear wastes from the processe water oefore d1scharge into the river; Ther c fore, tbc alternat,'ve
