OF JUNE 27, 2019, MEETING WITH NUCLEAR ENERGY INSTITUTE ON BUILDING A SMARTER FUEL CYCLE INSPECTION PROGRAM On June 27, 2019, a Category 2 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Nuclear Energy Institute (NEI) at NRC Headquarters. The purpose of the meeting was to provide NEI an opportunity to present specific ideas to enhance the fuel cycle oversight program in support of the NRCs charter for the Working Group on Building a Smarter Fuel Cycle Inspection Program (Agencywide Documents Access and Management System [ADAMS] Accession No. ML19074A139). The meeting notice and agenda are available in ADAMS at Accession No. ML19177A376. Presentation materials from the meeting, provided by NEI, are available in ADAMS at Accession No. ML19176A534.

Representatives from NEI discussed suggested changes to Inspection Manual Chapter 2600, Fuel Cycle Facility Operational Safety and Safeguards Inspection Program, Appendix B, NRC Core Inspection Requirements, as potential areas to gain efficiencies and provided a general basis for each change. Topics discussed as part of the basis for the changes included, but were not limited to, the maturity of the licensees integrated safety analysis and nuclear criticality safety programs, licensee performance review results and compliance data, and the inherently low risk profile and waste generation of the facilities. Enclosure 1 provides NRC staff notes of the discussion.
