The Nuclear Regulatory Commission recently published a Federal Register Notice announcing our intent to submit information collection requests to the Office of Management and Budget (OMB) for Reporting of Defects and Noncompliance (3150-0035). A supporting statement describing the requested information and burden estimates are available at http://regulations.gov by searching docket NRC-2019-0067.
As a potential respondent to this information collection, we are interested in your feedback. Specifically, we are seeking input on the following questions by August 30, 2019:
- 1. Is the proposed collection of information necessary for the NRC to properly perform its functions? Does the information have practical utility?
- 2. Is the burden estimate accurate?
- 3. Is there a way to enhance the quality, utility, and clarity of the information to be collected?
- 4. How can the burden of the information collection be minimized, including the use of automated collection techniques or other forms of information technology?

SUMMARY
- The U.S. Nuclear Regulatory Commission (NRC) invites public comment on the renewal of Office of Management and Budget (OMB) approval for an existing collection of information. The information collection is entitled, Reporting of Defects and Noncompliance.
DATES: Submit comments by August 30, 2019. Comments received after this date will be considered if it is practical to do so, but the Commission is able to ensure consideration only for comments received on or before this date.

Who will be required or asked to respond: Individual directors and responsible officers of firms constructing, owning, operating, or supplying the basic components of any facility or activity licensed under the Atomic Energy Act of 1954, as amended, or the Energy Reorganization Act of 1974, as amended, to report Immediately to the NRC the discovery of defects in basic components or failures to comply that could create a substantial safety hazard.

- 10. Abstract: Part 21 of title 10 of the Code of Federal Regulations (10 CFR),
requires each individual, corporation, partnership, commercial grade dedicating entity, or other entity subject to the regulations in this part to adopt appropriate procedures to evaluate deviations and failures to comply to determine whether a defect exists that could result in a substantial safety hazard. Depending upon the outcome of the evaluation, a report of the defect must be submitted to the NRC. Reports submitted under 10 CFR part 21 are reviewed by the NRC staff to determine whether the reported defects or failures to comply in basic components at the NRC licensed facilities or activities are potentially generic safety problems.
These reports have been the basis for the issuance of numerous NRC Generic Communications that have contributed to the improved safety of the nuclear industry. The records required to be maintained in accordance with 10 CFR part 21 are subject to inspection by the NRC to determine compliance with the subject regulation.
III. Specific Requests for Comments The NRC is seeking comments that address the following questions:
