AMENDMENT NO. 7 TO CERTIFICATE OF COMPLIANCE NO. 1015 FOR THE NAC-UMS STORAGE SYSTEM
Dear Mr. Fowler:
As requested by your application September 18, 2018 (Agencywide Documents Access and Management System Accession No. ML18264A014), enclosed is Amendment No. 7 to the Certificate of Compliance No. 1015 for the NAC-UMS storage system. This amended certificate, issued by the U.S. Nuclear Regulatory Commission (NRC) constitutes the approval and conditions for use of the NAC-UMS storage system for storage of spent nuclear fuel under the general license provisions of 10 CFR Part 72, Subparts K and L. The amendment revises the NAC-UMS certificate to clarify the basis for Technical Specification A3.1.6 and change the surveillance requirements for Technical Specification A3.1.6 to require a minimum of two outlet air temperature measurements to provide an average outlet air temperature.
As stated in the Federal Register (84 FR 21687, May 15, 2019), the effective date of this certificate is July 29, 2019. The NRC safety evaluation report for this amended certificate (including the Technical Specifications) is enclosed.
